The program allows me to add a gadget, such as a new picture or text,
but it will not allow me to drag it down to where I want to place it
on the page's sidebar.
I click on 'save' and the word 'saving.......' appears, but it does
not save it where I have dragged it to, leaving the new gadget at the
very top instead.

Use cut and paste on the gadget code line in the Template Code box to
rearrange it :
