While I'm working on My Maps, I don't want anyone to be able to access or
publish them.

Is there a way to guarantee privacy and security?

The best option is to make your My Maps unlisted (Google will not
index them and hence will not be searchable), do not share their URL
with anybody, and do not invite anybody to collaborate in your My Maps
with the collaboration feature.
This is as close as you are going to get regarding your concerns about
privacy.
